Understanding Proposition A - Paid Sick Time Benefits​

As of May 1, 2025, businesses in Missouri were required to begin tracking and reporting paid sick leave accruals for all employees, in accordance with Missouri Proposition A.
While Prop A did face legislative delays and a Senate filibuster earlier in the year, the law did take effect as passed by voter initiative. Employers were required to comply with its sick leave provisions beginning in May.
However, there have been significant updates since then that all Missouri businesses should be aware of.

Latest Updates (August 2025)
  • Paid Sick Leave Requirement Repealed: On July 10, 2025, Governor Mike Kehoe signed House Bill 567 (HB 567) repealing Prop A’s paid sick leave mandate.
  • The repeal becomes effective on August 28, 2025. Until that date, employers are still required to comply with the sick leave provisions.
  • Minimum Wage Increases Remain in Place: Prop A’s minimum wage changes were not repealed. Missouri’s minimum wage is $13.75 in 2025, increasing to $15 on January 1, 2026. After that, there will be no automatic CPI increases.

What Employers Must Do Until August 28, 2025Until the repeal takes effect, employers must continue to follow Prop A requirements:
  • Track sick leave accruals at a minimum rate of 1 hour per 30 hours worked.
  • Allow employees to accrue up to 40 hours of paid sick leave per year (unless your policy is more generous).
  • Carry over unused sick leave to the following year, up to the 40-hour cap.
  • Maintain records of hours worked, sick leave accrued, used, and carried over for a minimum of 3 years.
  • Post a notice about employee rights under Prop A in a visible area of the workplace.
  • ​Include paid sick leave information in any employee handbook or onboarding documentation.
Note: Certain small businesses (fewer than 15 employees) may have slightly different obligations, but most general provisions still apply.

Why This Matters to You
  • Short-term compliance: Continue following the sick leave law until August 28, 2025.
  • Long-term planning: Paid sick leave will no longer be required after repeal, but the minimum wage increase to $15 in 2026 remains in place.
  • Future uncertainty: Worker advocacy groups are pursuing a possible 2026 ballot measure to reinstate paid sick leave, so further changes may come.
